Jason Bloomberg wrote a great piece on Business Agility as an Emergent Property of SOA last week. This was well written and well thought out and it's definitely worth a read.
Now I have made the case that decision management complements SOA, particularly when it comes to agility, before and have proposed Decision Services as a design pattern in that context (as I discussed at the recent SOA Symposium). Decision management, especially in an SOA context, helps you design with change in mind. As Jason says, build to change don't build to last.
