Tom Debevoise is continuing his discussion of rules and BPM (see this post) today with an interesting analogy - that business rules overcome the deficiencies in data modeling and process modeling the deficiencies in CRUD software. I think the use of decisions and processes as parallel and supporting concepts is perhaps more useful that that of rules and processes. Companies manage processes, make decisions and store data to keep a record of both. The failure to focus on decisions as first class objects is a major cause of problems in systems development and, increasingly, in business process management.

I would agree that 'decision' is a better umbrella concept for BPM’s goals. Perhaps we can say that business rules can be atomic components of decisions. Yet decisions are also subjective. I can see the value of identifying and storing decisions.
The use of business rules methods and practices is still in its infancy. For instance, look at this article:Data
Modeling The author is obviously very competent at data modeling; however, IT practices still cling to data modeling as their solution for business rules.
